Recommendations :

1 - Reviewing and analyzing current public transportation studies and evaluating them in order to avoid wasting funding on new ones..

2 - Supporting local governments (municipalities) in establishing new public transportation projects and striving to connect them through a federation of municipalities.

3 - Creating a legislative framework to streamline municipal financial operations (for accepting funds and allocating the funds originating from the locals to the municipalities themselves).

4 - Increasing the margin that permits the municipality to autonomously construct public transportation projects (independent of the Ministry of Public Works and Transport).

5 - Creating a sector-wide steering and regulatory committee.

6 - Creating a defined government policy for public transportation and improving infrastructure development.

7 - PPP (Public-Private Partnership) encourages private investment and privatization.
